Europe’s digital infrastructure increasingly depends on non-European providers. This index helps individuals and organisations understand who truly controls their digital services and where sovereignty risks remain.

Our methodology applies the EU Cloud Sovereignty Framework to publicly available data, technical documentation and ownership structures. Each score includes written justification.
